Program Description: The Modoc Fire Safe Council (FSC) is a formally organized group with established bylaws and is part of the larger California Fire Safe Council network. The Modoc FSC is an active group, which meets regularly and has received a grant from the U.S. Forest Service to develop a Fire Safe Plan, Student Team, and a Demonstration Project.

It is the intention of the Modoc Fire Safe Council to use its Demonstration Project to help educate landowners within the County about the benefits of creating and maintaining defensible space on their property, as well as the aesthetically pleasing aspects of fire safe landscaping. The requirement of a defensible space is mandated by California state law, Public Resources Code (PRC) 4291.

The Modoc Fire Safe Council has designed and implemented a most useful Demonstration Project dealing with defensible space practices. In the Council's project, Council member Bob Avers has "virtually eliminated ladder fuels on several acres" around a house on the property. The project shows how removing limbs from juniper, clearing brush and other vegetation, and keeping grass mowed has achieved a workable, defensible space that would significantly reduce the spread of catastrophic wildfire. The Council reports that the resulting demonstration property shows an attractive, open canopy of tree cover and an overall aesthetically pleasing landscape.

The Council offers a valuable service in its instruction to the public about the existence of these standards and practical advice on how to create and maintain defensible space around structures on their property. Further, the demonstration project is a potentially powerful aid in convincing area property owners that they can achieve the defensible space standards required by state law without sacrificing aesthetics.
