Program Description: |
The Regional Payson Area Project (RPAP) Group is a consortium of state, federal, and local governmental agencies; insurance companies, homeowner associations and interested citizens. The purpose of the Group is to identify, prioritize, and guide management of WUI issues in northern Gila County. The Group is operating with a National Fire Plan grant, matching local funds and donations. The objectives of the Group are to:
- Develop an organization that will be self-sustaining and primarily volunteer based
- Establish an information and education component
- Develop a hazardous fuels reduction program.
To date, the RPAP has conducted fuel reduction demonstration projects on several properties in the area. Response has been favorable with good attendance by area homeowners and other interested public. RPAP has also conducted beetle infestation treatments and WUI fuel mitigation seminars for citizen groups and organizations and developed pamphlets regarding creating defensible space and wildfire evacuation procedures.
Four burn pits have been made available by in the area for property owners to dispose of forest debris; thereby eliminating the costs of using landfills.
RPAP uses a combination of volunteer labor, private contractors, Arizona Department of Corrections crews and fire department personnel to conduct inspections, complete assessments and thinning operations. Some of these services are free of charge and others are on a cost-share basis.
The Town of Payson enforces the 2000 International Fire Code, Section 304 - Combustible Waste Material, to require property owners to remove fire hazards occurring on their property. If necessary, citations can be issued for noncompliance by the Town. If orders to mitigate a fire hazard are not followed, the Town can hire a contractor to rectify the hazard and bill the property owners. A lien could be placed on the property for nonpayment, but this has not been necessary to date.
