Program Description: The Andover Fuel Mitigation Activity is a community-based action sponsored by the Minnesota Firewise Project (see the Minnesota FireWise Community Program or the Minnesota Firewise entries at this Minnesota DNR website).

The City of Andover was identified as a high wildfire risk area due to the presence of many red pine plantations 25-50 years of age. These stands have not been thinned, and many have been developed as subdivisions in the suburbs of the Twin Cities. In addition to fire hazard risk, the trees have been compromised by bark beetles.

Project Description

Beginning in January, 2002, the Minnesota Firewise Team began working with the local fire chief, city forester and engineer, residents, and a private logger. The objectives were to thin a 34 acre stand, reduce the fire hazard, mitigate the risk of a serious fire by the removal of dead trees and ladder fuels, and improve the health of the forest. The work was partially funded by an NFP grant administered through the MN-DNR for $13,600.

The project treated fuels on all 17 properties. The thinning activity was commercial with the trees being sent to a regional pulp mill. The proceeds from the sale of trees were used as the cash match to pay for the logging operation.

Results

Homeowners significantly reduced their fire risk, improved the health of their neighborhood forest, and got some free firewood. The resulting slash was chipped and used by residents for landscaping, or sent to the St. Paul Energy Facility as fuel.

Firewise ratings in the neighborhood were reduced significantly, from a moderate risk of 40/100 to a low risk of 25/100. The Fire Chief and homeowners are pleased, and neighboring communities are undertaking similar projects.

The Minnesota Firewise Project is working with other communities in passing federal Fire Plan funds through to local communities as grants for other "on-the-ground" projects. These include homeowner mitigation education, homesite assessment, access improvement, and installing dry hydrants. Firewise Team members work with community groups including fire and emergency services, local schools, city foresters and planners, and local interest groups to reduce fuels in high wildfire risk areas.
