The Juab County Urban Interface Fire Ordinance, enacted in 1998, sets standards for fire safety in new developments. Standards are defined based on a wildfire hazard assessment conducted for all proposed new subdivisions. The ordinance establishes three hazard severity classes -- moderate, high, and extreme. The classification is based on: slope, aspect, weather factors, anticipated response time of firefighters, and vegetation type. The ordinance establishes minimum standards for the following components of development in each of the severity classes:

  1. structural design and materials,


  2. road construction,


  3. water supplies and


  4. vegetative manipulations.

Minimum standards

Once a development receives a wildfire severity classification, the developer must comply with the respective minimum standards. Vegetative manipulation standards include:

  1. Hazardous native vegetation near structures will be removed. Irrigated or fire-resistant vegetation will be planted in the cleared areas. The affected area is 30, 50, and 75 feet respectively, for areas of moderate, high, and extreme hazard. Individual vegetative specimens may be maintained provided that they do not a continuity of fuels from the native vegetation to structures. Soil stabilization practices are required when needed. Fuelbreaks will be maintained annually by homeowners.


  2. Hazardous native vegetation around the perimeter of the subdivision will be removed. This is not required in areas of moderate fire risk, and is 75 and 100 feet respectively, for high and extreme fire risk areas. These fuelbreaks will be dedicated to this specific purpose by recording the land in common to the development or local governing authority and will be maintained annually by the development or local governing authority.


  3. Lot size and placement of homes will be such that fuel breaks can be developed within the limits of the individual lots.


  4. All fuels around chimney, stovepipes, and outdoor fireplaces will be cleared to a distance of 10, 15, and 25 feet respectively, in moderate, high, and extreme fire hazard areas.


  5. All cleared vegetation will be disposed of by chipping, burial, or removal.

Assurance of performance

The developer is required to post a bond equal to the cost of providing the required improvements with the county or municipality.
