Program Description: Introduction

The Utah DNR, Division of Forestry, Fire and State Lands has developed the Community Fire Planning Guidance Document for the WUI (Plan) for the purpose of protecting life, property, and community values through community-based planning. Over 400 communities in the state have been classified "at risk" of wildfire. In fact, any fire over 100 acres threatens some structure due to the increase in development in wildland areas. The objective of the Plan is to organize citizen fire councils to guide planning and coordinated action including education, fuel modification, and fire prevention programs. The Plan provides an outline and specifies the information recommended for inclusion in a community fire plan.

Fire Plan Components

The Plan is broken out into five components. The first component includes a description of the community and identifies resources that can be used to complete the goals of the plan, as well as a physical description of the community that can guide wildfire preparation and response decisions. The second component is a community prescription that identifies specific actions needed to complete the goals of the wildfire plan and identifies responsible parties, resources, and priorities. The third component contains a list of wildfire preparation and response resources that are selected by the community for retention in a community wildfire reference library. The fourth component includes fire officials' assessments and ratings of the wildfire hazard in the community and their recommendations for actions to mitigate hazards. The fifth component is an appendix that includes data, assessments, maps, contact lists, project worksheets, or other information community fire officials determine would be useful to the community.

Community Fire Plan Checklist and Sample Plan

The Plan provides a checklist that specifies in more detail the type of information that is recommended for inclusion in the five Plan components. A sample plan that includes in-depth information for all the components is provided as an example to guide communities as they develop their fire plans. Accomplishments

As of August 2003, over 50 communities had formed wildfire planning councils and 22 community wildfire plans had been completed. These communities have been engaged in projects such as creating defensible space, improving road signage, developing emergency notification systems, and evaluating rules and ordinances for the community.

The Division of Forestry, Fire and State Lands' partners in workshops and mitigation projects have included a variety of organizations: the U.S. Forest Service, the BLM, National Park Service, county fire departments/districts, local RC&D;'s, Associations of Government, homeowners associations, emergency management agencies, sheriff's offices, Utah Rural Development Council, American Red Cross, Utah Highway Department, power companies, school groups, water user associations, and others.
