County Master Plans Required
Colorado Statute 31-23-206 requires county commissions within the state to make and "adopt a master plan for the physical development of the municipality". This statute gives authority to the State Forest Service to determine areas of wildfire hazards. These areas may be subject to special requirements for wildfire risk mitigation before certain land uses may be approved under the County's master plan.
The two relevant sections of Colorado statute 31-23-206 are presented below. The statute may be viewed in its entirety at this following web site.
(k) The area containing...wildfire hazards. For purposes of determining the location of such areas, the (county) planning commission should consider the following sources for guidance:
(VI) The Colorado State Forest Service for locating wildfire hazard areas.
Wildfire Hazard Risk Map
This statute has been addessed by the creation of a Colorado Wildfire Hazard Risk Map, which shows areas of low, moderate and high wildfire hazard risk. The map is now being further refined through information gathered at the county level using GIS maps. Information relating to the fire hazard risk of land at the county level is being sent back to the state for inclusion in future updates of the map.
