Program Description: |
The Flagstaff Fire Department has the sole authority to conduct both pile and broadcast burning on non-federal lands within the City. Burns are only conducted where there is a wildfire hazard and with prior approval of the landowner.
The Fire Department generally uses generic burn plans that are completed for each site burned. One generic plan is prepared for broadcast burning and one for pile burning annually. Site-specific burn plans are prepared when the generic plans do not adequately address conditions on a particular site. The plans are developed using the fire behavior models BEHAVE, RX WINDOWS, and SASEM.
The Fire Department has a Memorandum of Understanding with the AZ Department of Environmental Quality regarding ignition and smoke management, and the Fire Department conducts on-going coordination with adjacent jurisdictions to lessen smoke impacts to the community.
To ensure operational control and public support, the Fire Department takes the following measures:
1. Public notification including:
a. hand delivery of notices tp adjacent homes within 1-2 months of a planned ;
b. local media notification within 1-3 hours prior to ignition;
c. posting of "RX FIRE" signs at access points and "SMOKE" signs where needed on roads;
d. individual notification to those residents who need specific information � usually related to a health issue.
2. Smoke management procedures including:
a. avoidance - near schools (n session), hospitals, large events, etc.,
b. emission reduction � ignition pattern, wood removal, proper fuel conditions, fire size, etc.,
c. dilution � proper ventilation, wind direction, etc.
